Documents Needed to Buy a Home in Cyprus 2026
Short answer: To buy a home in Cyprus, as the buyer you prepare your passport or ID, an up-to-date criminal record certificate, a power of attorney if required, and payment receipts. From the seller, the title deed record, mortgage and attachment information, construction permit or habitation certificate, and debt clearance letters for resale properties are requested. Documents are collected step by step; the most critical one is the sales contract registered at the Land Registry.
This article has been prepared for buyers getting ready to purchase a home in Northern Cyprus (TRNC) and looking for a clear list answering the question, “Which document should I request, when, and from whom?” We list the documents required to buy a home in Cyprus in four stages, from reservation to title deed transfer, separating the responsibilities of the buyer and the seller. For the overall flow of the process, you can read our article Buying a home in Cyprus: a step-by-step guide.
Which documents are required to buy a home in Cyprus?
The documents required to buy a home in Cyprus are divided into two groups: buyer documents that prove your identity and eligibility, and seller documents that prove the legal status of the property. The first group goes into the Council of Ministers permit file, while the second group is used for your lawyer’s title deed investigation.
Do not try to collect all documents at once. Some documents, such as a criminal record certificate, are required to be up to date; if obtained too early, they may need to be renewed. The correct order is to follow the stages below. The list is based on practice as of October 2026; since the official document list may change, ask your lawyer for the current list.
Reservation and preliminary review stage
At the reservation stage, only a few documents are requested from you; the main task is to collect information from the seller. A copy of your passport or ID is sufficient for the reservation form.
- From the buyer: copy of passport or ID card, contact details, receipt for the reservation fee.
- From the seller: reservation form (with refund terms in writing), parcel, block and unit number of the property, floor plan, technical specifications, price and payment plan.
Obtain the parcel and sheet information at this stage and forward it to your lawyer immediately. The title deed investigation cannot begin without this information, and you should not sign the contract before the investigation results are received. We explained what to look for when choosing a lawyer in our article How to choose a real estate lawyer in Cyprus.
Documents to request from the seller
The documents to request from the seller show who owns the property, whether there are any encumbrances on it, and whether it was built legally. The list differs for purchases from a project and resale purchases.
| Document | What does it prove? | From a project | Resale |
|---|---|---|---|
| Title deed (koçan) record and title deed (koçan) type | Registered owner; Turkish title, equivalent or allocation | Land title deed | Individual unit title deed |
| Mortgage, attachment and annotation information | Encumbrances on the property | Yes | Yes |
| Construction permit and approved project | That the building was constructed with a permit | Yes | If required |
| Floor easement / condominium ownership information | Whether the unit can be linked to a separate title deed | Yes | Yes |
| Habitation (completion) certificate | That the building has been completed and found suitable for use | On delivery | Yes |
| Company documents and authorization certificate | The authority of the signatory to represent the company | Yes | If the seller is a company |
| Municipal property tax debt clearance letter | That there is no accumulated tax debt | No | Yes |
| Maintenance fee, electricity and water debt clearance documents | That there are no debts being transferred | No | Yes |
Photocopies handed over by the seller are not sufficient on their own; your lawyer must confirm the same information from the district land registry office and municipal records. Since there is no public online title deed search system in the TRNC, this verification is carried out through a lawyer. Ask your lawyer to include the title deed (koçan) type, mortgage and attachment information in a written report.
Contract and Land Registry registration documents
At the contract stage, you should receive three documents: the signed sales contract, the stamp duty receipt, and the registration document showing that the contract has been registered at the Land Registry. These three form the core of the file that proves your rights while the title deed has not yet been transferred into your name.
Stamp duty is 0.5% of the contract price and is paid within approximately 21 days after signing. According to Decree No. 89/2026, the contract must be registered at the district land registry office within 1 month, with taxes and fees paid, and the permit application must be submitted within the same period; otherwise, the contract may be deemed invalid. The periods are valid as of October 2026; confirm with your lawyer before proceeding.
Example calculation: Let’s assume you signed a contract on 1 November for an apartment worth £160,000. The stamp duty is 160,000 × 0.5% = £800, and you should have the receipt by the third week of November. The final day for registration and the permit application is around 1 December. Before this date, your lawyer must have your criminal record certificate, passport copy and, if required, power of attorney; in other words, you need to prepare these documents before signing the contract.
Council of Ministers permit file
The main documents requested from the buyer for the Council of Ministers permit are: passport or ID, an up-to-date criminal record certificate, the contract registered at the Land Registry, and a power of attorney if the application is made by a lawyer. Since Turkish citizens also have foreign status in the TRNC, they prepare the same file.
- Criminal record certificate: Turkish citizens can obtain their judicial record certificate with a barcode via e-Devlet. For citizens of other countries, the document is usually required with an apostille and translation. Ask your lawyer about the accepted date range and form of certification.
- Passport or ID: Use a document that will not expire during the application period; the permit process may take a long time.
- Power of attorney: In remote purchases, the application is carried out through a lawyer. We explained how to issue a power of attorney in our article Buying a home in Cyprus by power of attorney.
A security review is carried out during the application process, and additional documents may be requested from time to time. Permit decisions are published in the Official Gazette; you can follow the published decisions through the TRNC State Printing Office. For the permit process, reasons for rejection and timelines, see our TRNC Council of Ministers permit guide.
Payment documents and receipts
Payment documents are the second important file that should be kept, even if they are not requested from you. The receipt or proof of payment for every installment, tax and fee payment will be useful at the title deed transfer, in a possible dispute, and in a future sale.
Have the project name, block and apartment number written in the payment description. For cash payments, obtain a signed and stamped receipt; however, avoid paying the sales price in cash. In a residence permit application, you must also be able to show that at least one third of the price of the home purchased by contract has been paid; for this reason, receipts are valuable not only for the purchase but also for residency.
Documents required at delivery and title deed transfer
At the delivery and title deed transfer stage, you request documents from the seller showing that the habitation certificate has been obtained, the individual unit title deed has been issued, and all debts have been settled in resale properties. On your side, the permit decision and the transfer fee receipt are required.
- Council of Ministers permit decision: Information showing that it has been published in the Official Gazette. From the publication date, fees must be completed within 75 business days, and the title deed transfer within 1 year.
- Title deed transfer fee receipt: Shows the rate and value on which the fee was calculated.
- Habitation certificate and individual unit title deed: Required for the title deed to be transferable in purchases from a project.
- Debt clearance letters: For municipal property tax, maintenance fees, electricity and water in resale properties.
- Subscription documents: Electricity and water contracts; remember that permanent connection cannot be made before all taxes and fees are paid.
- Delivery report: Key handover date, meter readings and, if any, list of deficiencies.
The Akol Global after-sales team recommends that buyers prepare a single file at delivery in which all these documents are kept together; title deed follow-up, warranty requests and leasing are all based on the same documents. How should you store the documents?
The safest way to store the documents required to buy a home in Cyprus is to keep them in a single file, divided by stages, both physically and digitally. Since the title deed process is completed over months, sometimes over more than a year, half of the documents may be forgotten or lost in your email inbox.
- Keep scanned copies of each document in folders such as “1-Reservation, 2-Contract and registration, 3-Permit, 4-Payments, 5-Delivery and title deed”.
- Instead of taking the original documents (registration document, receipts, permit letter) to Turkey, keep them together in a safe place; your lawyer should also have approved copies.
- Enter important dates (1-month registration period, 75-business-day fee period, 1-year transfer period) in a calendar and share them with your lawyer.
Frequently asked questions
Are the documents required to buy a home in Cyprus different for Turkish citizens and other foreigners?
The basic list is the same: ID or passport, criminal record certificate, registered contract and, if required, power of attorney. The difference is mostly in the form of the documents. While Turkish citizens can obtain their judicial record certificate in Turkish from e-Devlet, other foreigners’ documents usually require an apostille and translation. The acquisition limit is also different; for this reason, your lawyer will also ask about your existing properties.
When should I obtain the criminal record certificate?
The most practical option is to obtain it close to the contract signing date, usually a few weeks before signing. Since the document is required to be up to date, a record obtained months in advance may have to be renewed. As the application will be made within the 1-month registration period, any delay in the document can create time pressure. Ask your lawyer about the accepted date range.
If the title deed has not been issued yet, which document protects my rights?
The sales contract registered at the Land Registry and the registration document. This document effectively prevents the seller from selling the same unit to someone else and serves as your basis in a dispute. Keep the stamp duty receipt and the Ministry of Interior application receipt with it. Copies of these three documents should be held by both you and your lawyer.
Do the documents need to be translated into Turkish?
Documents issued in Turkish do not require translation. For documents such as criminal record certificates and powers of attorney issued in English or another language, sworn translation may be requested. Since which document requires translation and certification may vary in practice, obtaining a written list from your lawyer before having the document issued will save time.
Which debt clearance documents should I request from the seller for a resale home?
Debt clearance letters or the latest payment receipts should be requested for municipal property tax, site maintenance fees, electricity and water. These debts may sometimes create problems for the new owner together with the property or delay the transfer of subscriptions. Your lawyer also checks attachment and mortgage information in the title deed record; the seller’s verbal statement is not sufficient.
