TRNC Residence Permit 2026: Homeowner Guide

Short answer: A Northern Cyprus (TRNC) residence permit is granted to foreign homeowners as a “short-term residence permit based on immovable property.” The application is made to the Police Immigration Office or through the Ministry of Interior portal within 30 days of entry; a health report, title deed or sales contract, and proof of income are required. Citizens of the Republic of Turkey are not subject to the income requirement, and the permit may be issued for up to five years.

This article has been prepared for readers who have bought, or are about to buy, a home in Northern Cyprus and wish to spend most of the year on the island. Based on the official regulation text, we explain which permit type suits you, which documents you need to prepare, how many weeks the process actually takes, and the exceptions granted to Turkish citizens.

Who needs a TRNC residence permit?

If you will exceed the period you are allowed to stay in the country on a visa, you must obtain a TRNC residence permit. Under the Residence Permits and Visas Regulation, a foreigner’s stay on a visa cannot exceed 90 days on each entry and a total of 90 days in any 180-day period. Under TRNC legislation, citizens of the Republic of Turkey are also considered “foreigners”; in other words, being able to enter and exit easily with an identity card does not mean you can stay indefinitely.

In practice, think of it this way: for those who come and go for three months in the summer, a permit is usually not needed. For those who want to spend the winter on the island as well, enrol their child in school, or live out their retirement here, a residence permit is essential. Anyone who exceeds the 90/180 rule is subject to a fine and may face problems on subsequent entries.

Some people are exempt from a residence permit, but they must still obtain documentation. Those married to a TRNC citizen, those with a valid work or business establishment permit, and permanent residence holders are in this group. The Immigration Department also requires exempt persons to obtain an “exemption certificate.”

Permit types: which one should homeowners apply for?

Homeowners apply for a “short-term residence permit based on immovable property”; family members may obtain a “family residence permit” based on this permit. The Regulation defines several other routes, and sometimes another type may be more advantageous for a homeowner.

Permit typeWho it is forMain requirementDuration (under the Regulation)
Short-term based on immovable propertyForeigners who own a residence in the TRNCResidence suitable for living + income (no income requirement for Turkish citizens)First application 1 year; if the title deed is in your own name, up to 3 years; for Turkish citizens, up to 5 years
Short-term based on incomeThose who do not own a residence but have regular incomeMonthly income of at least 3 minimum wages or the annual equivalent of this amount in the bankFirst 6 months, then 1 year at a time
Family residence permitThe permit holder’s spouse, unmarried and non-working children under 23, etc.The sponsor’s legal permit and family relationshipUp to 2 years
Over 60Foreigners who have reached the age of 60No health report requirementUp to 3 years each time
Permanent residenceThose who own a residence and have guaranteed income (Law No. 51/2015)Duration and income conditions specified in the LawIndefinite, with an inspection fee

The durations in the table are based on the Regulation text published as of October 2026. On the Immigration Department’s own page, the duration is stated as “one year at a time for the first three years, then two years at a time”; practice may vary from region to region. Ask the Immigration Office in your district before applying.

Requirements and documents for homeowners

For a homeowner to obtain a residence permit, the residence must be suitable for living and actually used for this purpose. An apartment on paper is not enough; during address verification, the police may check whether the home is in habitable condition. A commercial unit, office, or apartment still under construction is not accepted for this permit.

According to Article 14 of the Regulation, the main conditions are as follows:

  • Residence with title deed: If the title deed (koçan) is in the applicant’s name, foreigners are required to show income of at least one minimum wage per month. Note: On the Immigration Department’s Turkish page, this requirement is stated as “three minimum wages,” while the Regulation text and the English page state “one minimum wage.” Confirm which figure is being applied before submitting your application.
  • Residence purchased by contract: At least one third of the sale price must have been paid, and an application must have been made to the Council of Ministers for permission to acquire immovable property. If instalments are ongoing, the income requirement is added on top of the monthly instalment amount.
  • Shared title deed (koçan): If one shareholder of the same residence has obtained this permit and a family permit based on it, the other shareholder cannot obtain a permit through the same residence.
  • Passport validity: The permit is issued 60 days shorter than the passport expiry date. If your passport is close to expiring, renew it first.

For the second half of 2026, the net minimum wage in the TRNC was announced as 61.677 TL and the gross minimum wage as 70.893 TL. This means that a British or German buyer with a title-deeded home must be able to document income of at least this level per month. Since the minimum wage can be updated twice a year, calculate using the figure in effect on the application date.

A typical document file is prepared as follows:

  • Passport (or valid identity card for Turkish citizens) and a photocopy, passport-size photograph
  • Title deed (koçan) or sales contract registered with the Land Registry Office and payment receipts
  • Proof of application for Council of Ministers permission in contract-based purchases
  • Proof of income: pension statement, bank statement, rental income contract, etc.
  • Proof of address such as an electricity or water bill
  • Criminal record from your country, if required
  • Health insurance policy or Health Fund premium payment

The document list is determined by the Department according to the permit type and is published on the TRNC Ministry of Interior website. The most common deficiency seen by Akol Global’s after-sales team is proof of income that is not translated or not up to date; have your foreign-language documents prepared in Turkish or English.

The special status of Turkish citizens

Citizens of the Republic of Turkey must also obtain a residence permit, but the Regulation provides significant conveniences specifically for them. These exceptions are based on the “Agreement on Granting Additional Facilities to Citizens of the Two Countries,” approved by Law No. 34/2000, and are listed in Article 28A of the Regulation:

  • No income requirement: A Turkish citizen who owns a residence is not asked for proof of income in the amount of the minimum wage.
  • Longer duration: A permit based on immovable property may be issued to Turkish citizens for “up to five years.”
  • Less frequent health checks: The health requirement is applied every two years; you may not need to submit tests again at every renewal.
  • Parents over 65: A Turkish citizen over 65 who will live in the country with their legally permitted child is granted, upon application, an unconditional five-year residence exemption.
  • Permit based on income: The three-minimum-wage requirement is read for Turkish citizens as “income sufficient to sustain themselves.”
  • TRNC spouse: A Turkish citizen whose sponsor is a TRNC citizen may be granted a family permit for up to five years.

One practical note: entry from Turkey is possible with the new chip ID card. However, this does not remove the 90/180 rule. If a retired couple plans to stay in their home in İskele from October to May, they must apply before the 90th day.

It should also be remembered that Turkish citizens go through the Council of Ministers permission process when buying property. We covered this topic separately in our TRNC Council of Ministers permission guide.

Application steps and timelines

The application must be made no later than 30 days from the day your visa starts; if your documents are complete, it usually takes a few weeks to finalise. Registration is opened through the Ministry of Interior’s online application portal (permissions.gov.ct.tr), and appointments can be made at randevu.icisleri.gov.ct.tr. Since the system changes from time to time, check the current method before applying.

  1. Request the correct visa on entry. Homeowners who show their title deed may be granted a visa for up to 90 days for this purpose. If you could not document it on entry, you can have the period extended to 90 days by proving it to the Department.
  2. Complete the online registration. Personal details, address, and permit type must be entered in full; choosing the wrong permit type is the most common mistake.
  3. Submit the documents. The Immigration Office of the District Police Directorate responsible for your residence address receives the application and forwards it to the Immigration Department with its opinion within 10 days at the latest.
  4. Complete the health check. At the hospital to which you are referred, a chest X-ray and blood tests for communicable disease screening are usually carried out; ask for the current test list at the time of referral. A positive report must reach the Department within 30 days of the application; if the delay is caused by the hospital, it may be extended to 60 days in writing.
  5. Wait for the SMS. If further review is required, it is completed within 30 days at the latest and the result is notified by text message.
  6. Pay the fee and obtain the permit. After the positive result message, you must pay the fee within 30 days. If you do not pay, the application is deemed rejected and you must leave the country within five days.

After the application is received, you are considered to be legally staying for up to 90 days until it is concluded. During this period, you can enter and exit without paying a penalty by showing the application receipt document. For renewals, the application must be made no earlier than 60 days and no later than 20 days before the expiry of the current permit.

Health checks, insurance, and fees

A health report and health coverage are required for a residence permit, and a fee is also paid according to the permit duration. For applicants over the age of 60, the Regulation does not require a health report; for Turkish citizens, the check is carried out every two years.

Applicants who are not covered by social insurance and who have not taken out private health insurance accepted by the Ministry are charged a premium under the Health Fund Law. The premium is calculated according to the requested permit duration. If you will take out private insurance, make sure the policy is valid in the TRNC and belongs to one of the companies accepted by the Ministry.

The residence fees published on the Immigration Department’s website are as follows:

Permit durationFee (all foreign nationals)Fee (students)
Up to 6 months1.340 TL690 TL
6–12 months2.665 TL1.015 TL
12–24 months5.330 TL2.025 TL
Stamp duty38,70 TL38,70 TL

These amounts are published on the page without a date, and fees are updated periodically. Confirm the figure in effect as of October 2026 on the payment screen or through the Immigration Department. For applications made after the deadline, a late application fee and retroactive monthly fee are also added.

Example calculation: Consider a retired couple from the United Kingdom with a title-deeded home in Gazimağusa. If both obtain a one-year permit, the fee is 2.665 TL + 38,70 TL stamp per person, meaning approximately 5.407 TL for the couple. Health tests, the Health Fund premium or private insurance, and translation costs are added to this. If one spouse obtains the immovable property permit and the other applies for a family permit, the document burden may be reduced; the Office will tell you which is suitable based on your file.

Common mistakes and renewal

Most problems arise from missing deadlines and from the residence not being considered “suitable for living.” The picture we see at Akol Global in the homes for which we provide rental and property management confirms this: a person with complete documents pays a late fee simply because they missed the date.

  • Exceeding 30 days: If the 30-day application period after entry is missed, the Office will not directly accept the application; you must first make a preliminary application to the Department.
  • Renting out the home year-round: It becomes difficult to prove that you “reside” in a home rented out on a short-term basis. If you rent out the home and live elsewhere yourself, explain the situation clearly to the Office.
  • The one-third rule in instalment purchases: For homes bought from a project and still being paid for, this permit cannot be applied for before at least one third of the price has been paid. Plan according to the delivery date; we explained the payment schedule in detail in our guide to buying property in Cyprus.
  • Leaving the passport until the last moment: Since the permit is granted 60 days shorter than the passport, a passport close to expiry means a short permit.

The documents required for renewal are similar to the first application, but if the title deed has been issued in your name, you can request a longer-term permit. For the title deed process and koçan types, you can visit our TRNC Immovable Property Law page.

Before deciding to settle on the island, you also need to calculate monthly expenses. We itemised rent, electricity, and grocery costs in our cost of living in Northern Cyprus 2026 article. Frequently asked questions

I bought a home. Is the TRNC residence permit issued automatically?

No. Owning a residence gives you the right to apply, but the permit is not issued automatically. You must apply within 30 days of entry, submit the health report on time, and pay the fee. Having the title deed issued in your own name also makes it easier to obtain a longer-term permit at renewal.

I am a Turkish citizen. Can I enter with an ID card and stay year-round?

You can enter with an identity card, but under TRNC legislation Turkish citizens are also considered foreigners and the 90 days in 180 days rule applies. If you will stay longer, you must obtain a residence permit. Turkish citizens are not subject to an income requirement, the permit may be issued for up to five years, and the health check is carried out every two years.

Can I apply for a home I bought from a project that is not yet completed?

The Regulation requires that at least one third of the price of the residence purchased by contract has been paid and that an application for Council of Ministers permission has been made. However, the residence must also be suitable for living and used for this purpose. Since an apartment under construction does not meet this condition, it is generally necessary to apply after delivery.

How long does the application take?

The Police Immigration Office forwards the application to the Department within 10 days at the latest. When the health report reaches the Department, the permit is issued that day if no further review is required; if necessary, the review may take up to 30 days. In practice, expect a process of a few weeks for someone with complete documents. The timeframe may be longer during busy periods.

I am over 60. Do I need to submit a health report?

Article 15 of the Regulation does not require the health condition for residence applications by foreigners over the age of 60. A permit can be granted to this age group for up to three years each time. The health insurance or Health Fund premium requirement is assessed separately; confirm which document is required with the Office before applying.

Do my spouse and children also need to apply separately?

Yes. A separate permit document is issued for each foreigner. Spouses and children under 23 who are unmarried, non-working, and not students can apply for a family residence permit based on the homeowner’s permit. Children under 18 who live with their guardian are exempt from the permit, but they must obtain an exemption certificate.
