TRNC Work Permit 2026: Types, Steps and Timelines

Short answer: A Northern Cyprus (TRNC) work permit is a permit obtained from the Ministry of Labour and Social Security that allows all foreigners, including citizens of the Republic of Turkey, to work for pay on the island, and it is tied to a specific employer and workplace. The employer submits the application and pays the fees. The permit is issued for a minimum of 6 months and a maximum of 1 year, and it can be renewed. Those who will set up their own business also need a business establishment permit.

This article has been prepared for those who are considering buying a home in the TRNC and settling on the island, while also intending to work here: people looking for a job for their spouse, those who want to work here for a few years before retirement, and those planning to open a small business. We explain which permit type suits you, how the process works, and whether a residence permit grants the right to work.

Who needs a TRNC work permit?

Anyone who is not a TRNC citizen must obtain a work permit in order to work in paid employment. Under TRNC legislation, citizens of the Republic of Turkey are also considered foreigners; being able to travel easily with an identity card does not mean you can work here without a permit.

The most commonly confused point is this: the residence permit you obtain as a property owner does not give you the right to work. The property-based permit explained in our TRNC residence permit guide allows you to live on the island; to work as a salaried employee at a workplace, you also need a work permit. The reverse is valid: a person with a valid work permit is considered exempt from a residence permit.

A work permit is also specific to the workplace. You cannot take on additional work elsewhere, outside the employer and profession stated on the permit. Even working somewhere else at the weekend is considered illegal employment without a separate permit.

Types of work permits

The Labour Department defines five types of permits; for a property owner settling on the island, the relevant ones are usually the fixed-term work permit and the business establishment permit.

Permit typeWho it is forDuration optionsFee (Labour Department, 2023 tariff)
Fixed-term work permitThose who will work for an employer as a salaried employee6 months, 6–12 months, 12–24 months560 TL / 1.215 TL / 2.430 TL
Business establishment permitThose who will set up and operate their own company6 months, 6–12 months, 12–24 months3.385 TL / 6.710 TL / 13.350 TL
Work execution permitThose coming to carry out a specific jobAccording to the duration of the job2.590 TL
Student work permitThose with a student residence permit6 months, 6–12 months337 TL / 675 TL
Temporary assigned public personnelThose assigned from Turkish Republic and third-country public institutionsAccording to the assignment period367 TL

The fees are published on the Labour Department’s website under the heading “as of 2023”; as of October 2026, the amounts are likely to be higher, so confirm the current tariff through the Labour Department. In the Labour Department’s general statement, it says that a fixed-term permit is issued at one time for “a minimum of 6 months and a maximum of 1 year”; although a 12–24 month bracket appears in the tariff, keep in mind that first permits are generally issued for one year.

Application steps and timelines

For an employee coming from abroad, the process begins with the employer obtaining preliminary permission; the employee enters the island with this preliminary permission and the permit is stamped in the passport. The employee cannot apply on their own.

  1. Preliminary permission application: The employer fills in the preliminary permission form through the online system of the Ministry of Labour and Social Security, then goes to the Labour Department Regional Office or the Work Permit Centre to obtain approval. The workplace’s Social Insurance, Provident Fund and tax debts are checked through the system.
  2. Entry to the island: The employee enters with a passport after the preliminary permission is approved. The preliminary permission of those who have not entered and exited before the preliminary permission date is considered invalid.
  3. Application within 15 days: The employer applies to the Regional Office no later than 15 days after the employee’s entry.
  4. Documents: An employment contract, worker card and a health report obtained in the TRNC are prepared. We explained how the health check is carried out in our residence health report article.
  5. Completion within 30 days: Procedures must be completed no later than 30 days from entry. The approved permit is entered into the passport at the Work Permit Centre in Lefkoşa and a work permit card is issued.
  6. Insurance registration: After the card is printed, Social Insurance and Provident Fund registration is opened automatically in the employee’s name.

Example timeline: If an employee with preliminary permission entered the island on 3 March, the employer’s last day to apply to the Regional Office is 18 March, and the last day for all procedures to be completed is 2 April. If these deadlines are missed, the employee may fall into “illegal” status. According to the Labour Department, an employee in illegal status is fined the amount of the daily minimum wage for each day, while the penalty for an employer employing an illegal worker is five minimum wages.

The employer covers all costs and fees related to the work permit. The Labour Department clearly states that these costs cannot be deducted from the employee’s salary. For third-country citizens, the employer is also required to provide a bank guarantee letter.

Work and business establishment permits for property owners

People who own immovable property in the TRNC and hold a valid visa can apply for a work permit or business establishment permit from within the island, without leaving the country and re-entering with preliminary permission. The Labour Department publishes a separate document list for this situation, and the title deed (koçan) of the immovable property is at the top of the list.

  • For a work permit: Application form, title deed (koçan) of the immovable property, valid visa, documents showing that the workplace has no debts, employment contract, worker card, health report and worker tax security certificate from the tax office.
  • For a business establishment permit: Title deed (koçan) of the immovable property, valid visa and documents related to company incorporation.

Because the list explicitly mentions “koçan”, buyers who have purchased by contract but whose title deed has not yet been issued should separately ask the Labour Department whether they can benefit from this facilitation. Being a property owner opens the route to applying from within the country, but it does not automatically bring the permit: the Ministry makes its decision by considering the workplace’s field of activity and personnel need.

For our readers who want to set up their own business, choosing a workplace is also part of this process. Commercial projects such as Caddemm Commercial Areas and Shops in Gazimağusa are among the options reviewed by those looking for business premises outside housing. Since the details of a business establishment permit vary according to the type of company, we recommend proceeding with a TRNC lawyer or financial adviser.

Differences for Turkish citizens

Citizens of the Republic of Turkey must also obtain a work permit, but some steps are lighter for them. As of October 2026, the prominent differences are as follows:

  • Bank guarantee letter: In the Labour Department’s document lists, the guarantee letter is requested only for “third-country citizens”; this document is not required from an employer employing a Turkish Republic citizen.
  • Family reunification: According to the Immigration Department, those who come with a work permit can generally bring their spouse and children after one year, once they have obtained their second work permit. According to the Ministry of Interior circular, this one-year waiting period is not required for Turkish Republic citizens.
  • Entry with a passport: Entry for work must be made with a passport and the visa must be stamped; entry with an identity card is not sufficient for this process.
  • Path to citizenship: The Immigration Department states that those who have had five consecutive years of work permits and receive their sixth permit may apply for citizenship. For details, see our article on how to obtain TRNC citizenship.

Renewal, changing jobs and cancellation

When your work permit expires, if you will continue with the same employer and in the same profession, the permit is renewed under the name “work permit extension”. An extension application can be made at most 2 months before the permit expiry date; after expiry, it must be made within 90 days at the latest. For an extension, the employee must not have spent more than 135 days of the last one-year permit period abroad.

  • Changing jobs: The transfer to a new employer is made through a “lateral transfer” application. The new employer applies, and a new employment contract and health report are submitted.
  • Leaving the job: If the employment contract is terminated, the permit becomes invalid. The Labour Department requires that when the employment relationship ends, the permit be reported to the Ministry and cancelled; if this is not done, penal action may be applied.
  • 40-day period: According to the residence regulation, a person whose work permit has ended or been cancelled is considered to be legally staying for 40 days. During this period, you must obtain a new permit or leave the country.

One note on remote work: we did not find an official page stating that living in the TRNC while working only for your employer abroad is regulated as a separate permit type. In this case, clarify your residence permit type and income declaration together with your lawyer.

Frequently asked questions

I have a residence permit. Do I also need to obtain a TRNC work permit?

Yes. A property-based or income-based residence permit gives you the right to live on the island, not the right to work. To work as a salaried employee at a workplace, your employer must obtain a work permit on your behalf. Property owners with a valid visa can make this application from within the island without leaving the country.

I am a Turkish citizen. Can I come with my identity card and work?

No. In the TRNC, Turkish citizens are also considered foreigners and must obtain a work permit to be able to work. For entry for work purposes, entry with a passport and having the visa stamped are required. The bank guarantee letter requested for third-country citizens is not required from an employer employing a Turkish citizen. The preliminary permission, health report and insurance registration steps are the same as for other foreigners.

Who pays for the work permit?

The employer pays all fees and costs related to the work permit. The Labour Department clearly states that these costs cannot be deducted from the employee’s salary and that no payment can be requested from the employee. If an employer asks you to pay these costs, you can apply to the Ministry or the ALO 102 tip-off line. Since fee amounts are updated annually, the employer should plan the budget.

How long does it take to obtain a work permit?

For an employee arriving with preliminary permission, the employer must apply within 15 days from entry and complete the procedures within 30 days at the latest. The preliminary permission itself varies according to the employer’s application and the Ministry’s assessment. For an employer with complete documents, the entire process usually takes from a few weeks to a few months.

Which permit do I need to set up my own business?

If you will set up and operate your own company, you need to obtain a business establishment permit. For property owners with a valid visa, the Labour Department requests the title deed (koçan), visa and company incorporation documents in a business establishment permit application. For details such as company type, capital and tax registration, we recommend working with a TRNC lawyer or financial adviser.

What happens to my work permit if I change jobs?

Because the work permit is tied to the workplace, your existing permit becomes invalid when you change jobs. Your new employer obtains a new permit on your behalf by submitting a lateral transfer application. In the interim, the residence regulation gives you a 40-day legal stay period. When the relationship with the former employer ends, it should also not be forgotten that the permit must be reported to the Ministry and cancelled.
