How to Choose a Property Lawyer in Cyprus

Short answer: When choosing a property lawyer in Cyprus, look for a lawyer who is independent from the seller and the real estate agent, registered with the Cyprus Turkish Bar Association, and experienced in title deed and foreign purchase permit files. Clarify the fee and scope with a written quote; never make payments to the lawyer’s personal account. For a single apartment, the fee is generally in the range of 1,000–2,500 £ plus VAT.

This article has been prepared for buyers who have decided to purchase a home in Northern Cyprus (TRNC) but do not know whom to work with. We explain what a property lawyer in Cyprus does, how to choose one, the questions to ask in the first meeting, how fees are formed, and the warning signs to watch out for. What does a property lawyer do in Cyprus?

A property lawyer in Cyprus carries out the title deed search on behalf of the buyer, reviews and revises the sales contract, registers the contract at the Land Registry Office, handles the Council of Ministers permit application, and completes the title deed transfer once the permit is issued. Unlike the common practice in Turkey, in the TRNC most of these tasks are gathered in the file of a single lawyer.

There is no publicly accessible online title deed search system in the TRNC. The practical way to learn the title deed (koçan) type, mortgage and attachment records, and whether there is another registered contract on the parcel is for the lawyer to conduct a search at the district land registry office. For this reason, the lawyer is not a “nice to have” item in the process; the lawyer is the access to information itself.

The time limits are valid as of October 2026 according to Decree No. 89/2026; since the decree is subject to the parliamentary process, the rules may change again. The official authority for permit applications is the TRNC Ministry of Interior. For a summary of the legal framework, you can visit our TRNC Immovable Property Law page.

Why should you choose a lawyer independent from the seller?

Because when the same lawyer represents both the seller and the buyer, the interests of one party are pushed into the background in every negotiated clause in the contract. Late delivery penalties, release of the land mortgage, and refund conditions are exactly such clauses.

The offer from sales offices that “we have a ready lawyer, the process moves faster” is often well-intentioned and can indeed speed things up. But the project’s lawyer is the person who drafted the project’s standard contract; expecting them to amend that text in your favour is not realistic. At Akol Global, we also advise our buyers to work with an independent lawyer of their own choice; a contract that has undergone independent review also significantly reduces the disputes our after-sales team encounters after delivery.

Independence does not mean that the lawyer does not know the seller. The TRNC is a small market; experienced lawyers know the developers. What matters is that the lawyer does not represent the other party in your file and confirms this in writing.

How to choose a property lawyer in Cyprus: 7 steps

Finding a good property lawyer starts with having short meetings with two or three candidates and comparing written quotes. The sequence below can be completed with one week of work.

  1. Create a shortlist. Collect 3–4 names from acquaintances who have previously bought a home in the TRNC, colleague recommendations from your lawyer in Turkey, and independent forums. Do not make the sales office’s list your only source.
  2. Verify bar association registration. Confirm through the Cyprus Turkish Bar Association or the firm’s official correspondence that the lawyer is registered and active.
  3. Ask about their area of expertise. Instead of a firm working in criminal or family law, choose a firm that handles many title deed and purchase permit files each year.
  4. Test language and communication. Check how many days it takes to receive a reply to your email and how clear the response is. If you are abroad, this speed will be decisive throughout the process.
  5. Request a written fee quote. The quote should separately state which services are included, VAT, expense advances, and fees for additional work.
  6. Obtain a conflict of interest statement. Ask the lawyer to confirm by email that they do not represent the seller or the real estate agent in this sale.
  7. Determine the scope of the power of attorney together. If you will be buying remotely, have the lawyer prepare the power of attorney text, but read and limit the authorities yourself.

For how the power of attorney should be arranged and which authorities should not be granted, you can read our article buying a home in Cyprus by power of attorney.

10 questions to ask in the first meeting

The purpose of the first meeting is not to test the lawyer’s knowledge, but to understand how they will manage your file. If possible, get the answers to the questions below in writing.

  • When and within what scope will you conduct the title deed search; will you provide the result as a written report?
  • Do you represent the seller, the developer, or the real estate agent in this sale?
  • Under Decree No. 89/2026, who will follow up the registration of the contract within 1 month, and on which day?
  • How do you calculate my acquisition right together with my spouse’s properties?
  • If there is a mortgage on the land, how will you have the release of the mortgage for my unit written into the contract?
  • How do you structure the refund clause if the permit is refused?
  • What is included in your fee, and what is subject to an additional fee?
  • Will tax and fee payments pass through your firm; if so, to which account and with which receipt?
  • Who will handle my file: you or another lawyer in your firm?
  • How often will you update me throughout the process?

If there is a question for which you cannot get a clear answer, note it down. A firm that remains unclear, especially about fee scope and money flow, will remain unclear later as well.

How much are property lawyer fees in Cyprus?

As of October 2026, the lawyer’s fee for the purchase of a single residence is generally in the range of 1,000–2,500 £ plus VAT; a standard new apartment file usually falls at the lower end of this range. The fee is determined by the complexity of the file, whether it is a resale property, additional work (mortgage, inheritance, company), and whether you are present in the TRNC.

Some firms offer a fixed fee, while others offer a fee based on a percentage of the sale price. It is easier to compare a fixed fee. If you receive a percentage-based offer, ask for a fixed figure for the same scope as well. These amounts are based on market observation and are not an official tariff; obtain and confirm quotes in writing.

File typeTypical scopeSituations that increase the fee
New apartment from a developerSearch, contract review, registration, permit application, title deed transferLand mortgage, condominium servitude not yet established
Resale residenceIn addition to the above, seller debt check, review of the existing title deedSeller being an heir, old registered contracts
Remote purchase (by power of attorney)All transactions carried out by power of attorneyAdditional document translation, courier and approval expenses

Example calculation: Let us consider a quote of 1,500 £ plus VAT for a new apartment worth 180,000 £. This fee is approximately 0.8% of the price. If, for the same apartment, the condition for the bank mortgage on the land to be released on a unit basis is not written into the contract, the amount at risk in a possible financial problem of the developer may be the entire price you paid. In a fee comparison, a difference of 300–500 £ is small compared with this risk; choose not the cheapest quote, but the quote with a clear scope.

The lawyer’s fee is a small but fixed part of the total purchase cost, together with VAT, stamp duty, and title deed transfer fee; when setting your budget, keep this item separate from the payment plan.

Money and document security when working with a lawyer

The basic rule when working with a lawyer is this: you pay the sale price directly to the seller’s account written in the contract, and taxes and fees to the official office or the firm’s corporate account against a receipt. Do not make payments to the lawyer’s personal account or pay cash by hand.

Obtain a receipt or bank slip for every payment and have the unit number written in the description section. You should not have to ask for copies of the stamp duty receipt, land registry registration certificate, and permit application receipt before the lawyer sends them; make delivery of these documents part of the lawyer’s offer. We have listed which document you should have at which stage in our article documents required to buy a home in Cyprus.

You will also want to see the title deed (koçan) type clearly in the lawyer’s report; for the difference between Turkish title deed, exchange, and allocation title deed, our article TRNC title deed types will guide you.

Warning signs: which lawyers should you avoid?

If you encounter any of the situations below, it would be wise to meet with another lawyer. None of these is proof of bad faith on its own, but all of them increase your risk.

  • They postpone the title deed search by saying “we will look after signing.”
  • They give the fee quote verbally and avoid writing down the scope.
  • They suggest that the sale price pass through their personal account.
  • They want to include authority in the power of attorney to collect money or to sell another property on your behalf.
  • They do not clearly state that they are working in the same file as the seller or they avoid the question.
  • They do not provide a clear schedule regarding the 1-month contract registration period.

Frequently asked questions

Can my property lawyer in Cyprus work with my lawyer in Turkey?

In the TRNC, procedures such as title deed matters, contract registration, and permit application are carried out by a lawyer registered with the TRNC bar association. Your lawyer in Turkey can read and comment on the draft contract for you, check the power of attorney text, and support you in communication with the lawyer in the TRNC. Having the two lawyers work together is a good layer of assurance, especially in a remote purchase.

Is it prohibited to work with the lawyer recommended by the sales office?

It is not prohibited, but it is not recommended. The project’s lawyer has usually prepared the project’s standard contract and has a business relationship with the seller. If you want to work with this lawyer, have them confirm in writing that they do not represent the seller in your file, and at least have the contract read once by an independent lawyer as well.

When should I pay the lawyer’s fee?

In practice, part of the fee is collected when the file is opened, and the remainder at stages such as contract registration or title deed transfer. You will want to see the payment schedule in the written quote. Instead of paying the entire fee upfront at the beginning, prefer a plan linked to stages; this also helps secure the lawyer’s follow-up throughout the process.

How much time does the lawyer need for a title deed search?

For a standard apartment, the title deed and parcel search is usually completed within a few business days; if there are old records, inheritance, or a mortgage, the period may be longer. Do not sign the contract before this report arrives. Providing the parcel and map sheet information from the seller to your lawyer early helps speed up the search.

Can I change my lawyer in the middle of the process?

Yes. You give a power of attorney to the new lawyer, revoke the power of attorney you gave to the previous one, and request delivery of all documents in the file. Especially if the 1-month registration period or the 75-business-day fee payment period after the permit is running, plan the change in a way that does not miss the dates and notify the new lawyer in writing of the remaining time limits.
