TRNC Electricity and Water Subscription Costs (2026)
Short answer: For electricity and water subscriptions in a new home in Northern Cyprus (TRNC), you need two separate budgets: the electricity distribution (connection) fee paid for connection to Kıb-Tek, which is commonly discussed in projects as between 1.200–2.500 £, and subscription and deposit amounts of a few hundred pounds. For foreign buyers, permanent electricity and water connections are not made until taxes and fees have been paid.
This article has been prepared for people who have bought a home in the TRNC and are approaching key delivery, or who are taking over a resale home. In TRNC electricity and water subscription procedures, we explain which item you will pay to whom, which documents you need to take where, and how much cash you should set aside before delivery day, with a concrete example. For the general picture on taxes and fees, you can review our guide to taxes and costs when buying a home in the TRNC.
Who provides electricity and water subscriptions in the TRNC?
In the TRNC, electricity subscriptions are obtained from the sole distributor, the Cyprus Turkish Electricity Authority (Kıb-Tek), while water subscriptions are obtained from the municipality where the property is located. In other words, there are two separate institutions, two separate applications and two separate payments. In some large residential complexes, water is taken from the municipal network and distributed through the site’s own tank and pumps; in this case, the meter arrangement and billing may also be handled through the site management.
The point that most surprises buyers from Turkey in TRNC electricity and water subscription procedures is that the concepts of “subscription” and “connection” are separate cost items here. Subscription means opening the meter in your name and paying the deposit. Connection is the cost of the lines, panel and transformer required for the building or site to be physically connected to the network. In new projects, this second item is often collected by the contractor and reflected to the buyer as the “electricity connection fee”.
Electricity connection fee and subscription cost
The largest item paid for electricity in a new home is the distribution or connection fee, and industry sources quote it at approximately 1.200–2.500 £ depending on the size of the property. The Kıb-Tek subscription procedure and deposit are added on top of this; agency sources give an average of around 200 £ for this item. As of October 2026, the amounts have been compiled from market practice, not an official tariff; please verify them.
The answer to why the connection fee varies across such a wide range lies in the project’s infrastructure. If a new transformer needs to be installed for the site, the cost is divided by the number of apartments. In detached properties such as villas, the amount increases as the line length and installed capacity increase. Therefore, it is normal to hear different figures for two different projects in the same area.
| Item | Who is it paid to? | Estimated amount (October 2026, verify) | When? |
|---|---|---|---|
| Electricity connection / distribution fee | Mostly to Kıb-Tek through the contractor | Approximately 1.200–2.500 £ | Before delivery or at delivery |
| Electricity subscription and deposit | Kıb-Tek | Around approximately 200 £ (agency average) | When the meter is opened in your name |
| Water subscription and deposit | Municipality | Around approximately 220 £ (agency average) | At delivery |
| Meter, panel, intermediate cable | Contractor or buyer, according to the contract | Varies by project | Before delivery |
Be sure to check whether the connection fee is included in the price in your contract. In some projects, this item is included in the sale price; in others, it is requested separately at delivery. The phrase “infrastructure included” does not always cover the electricity connection fee; ask for it to be stated clearly.
Water subscription and municipal procedures
The water subscription is opened through an application to the municipality to which the property is connected, and together with the deposit, the total cost is at the level of a few hundred pounds according to agency sources. The fees and documents required by municipalities in İskele, Gazimağusa or Girne may differ; before applying, call the subscriber services unit of the relevant municipality.
A practical point to pay attention to regarding water is how the site’s water infrastructure is set up. In some sites, each apartment has an individual meter connected to the municipality; in others, the site takes water through a single main meter and the management handles internal distribution. In the second model, the water charge may be collected as part of the maintenance fee or as a separate payment. Asking about this together with site maintenance fees and common expenses before buying is the easiest way to avoid surprises later.
In coastal areas, water outages or low pressure may occur during the summer months. For this reason, many homes have a water tank and hydrophore on the roof or in the basement. Find out the tank capacity and who is responsible for the hydrophore at delivery.
89/2026 requirement: no permanent connection before fees are paid
With Decree No. 89/2026, which entered into force in 2026, permanent electricity and water connections cannot be made in homes acquired by foreign buyers until taxes and fees have been paid. Since Turkish citizens also have foreign status in the TRNC, this rule directly concerns buyers from Turkey.
In practice, this means that the approach of “let me move in first and pay the fees later” no longer works. Receipts for stamp duty, title deed transfer fee and other relevant payments may be requested during the subscription application. We explained which fee is paid at which stage, with sample amounts, in our article on TRNC title deed transfer fee calculation.
Details regarding the implementation of the decree may become clearer over time, and the rules may change again. Check the current text from the TRNC Official Gazette archive or through your lawyer.
TRNC electricity and water subscription procedures step by step
In the TRNC, electricity and water subscriptions are completed after the fees have been paid by applying first to Kıb-Tek and then to the municipality with the documents. The most common task carried out by Akol Global’s after-sales team during the delivery week is to organize this document sequence together with the buyer. The general flow is as follows:
- Complete the fees and taxes: Collect the receipts for stamp duty and the relevant part of the title deed transfer fee in a file.
- Confirm that the connection fee has been paid: Ask the contractor for the letter showing that the connection fee for your apartment has been paid to Kıb-Tek.
- Prepare the documents: ID or passport, sales contract or title deed (koçan), fee receipts, local phone number if available, and address details. Institutions may also request other documents; ask before applying.
- Apply to Kıb-Tek: The meter is opened in your name, and the deposit is paid. The necessary approvals for the project’s electrical installation must have been completed; this is the contractor’s responsibility.
- Apply to the municipality for water: The subscription is opened, and the deposit is paid. If the site has a main meter system, coordinate with the site management.
- Record the first readings: Take photos of the electricity and water meters on delivery day; this prevents previous consumption from being charged to you.
- Set up automatic payment or an attorney: If you will spend part of the year in Turkey, decide from the beginning who will pay the bills.
If you purchased by power of attorney, these applications can also be handled by your attorney; make sure the power of attorney authorizes subscription procedures.
Sample calculation: what should you prepare at delivery for a 2+1 apartment?
For a new 2+1 apartment priced at 150.000 £, assuming the connection fee is not included in the price, setting aside approximately 2.000–3.000 £ for electricity and water before delivery is a realistic plan. The table below builds a midpoint scenario; the amounts are estimates.
| Item | Assumption | Pounds sterling | TL equivalent (1 £ ≈ 64 TL) |
|---|---|---|---|
| Electricity connection fee | Middle of the range | 1.800 £ | 115.200 TL |
| Electricity subscription and deposit | Agency average | 200 £ | 12.800 TL |
| Water subscription and deposit | Agency average | 220 £ | 14.080 TL |
| Buffer (exchange rate, additional paperwork, meter difference) | Approximately %15 | 330 £ | 21.120 TL |
| Total | 2.550 £ | 163.200 TL |
If the connection fee is included in the sale price, the same calculation falls to around 750 £. For villas or properties requiring high installed capacity, it is more accurate to expect a figure closer to the upper limit. The exchange rate assumption is for October 2026; if payments are made in TL, the exchange rate on the payment day should be used.
The monthly bills you will pay after the subscription are a separate matter. Kıb-Tek increased its tiered tariff by approximately %22 on 1 June 2026; with air-conditioning use in the summer months, the bill increases noticeably. You can build your monthly budget together with the figures in our article on the cost of living in Northern Cyprus 2026.
Common problems and solutions
The most common problems in TRNC electricity and water subscription processes are living with construction electricity, previous owner’s debt in a resale home, and not transferring the subscription name. All three can be prevented with a few questions at the purchase stage.
Living with construction electricity
In some projects, after delivery, apartments are supplied for a while through the temporary connection used during the construction process. In this case, how consumption is measured and to whom it is billed becomes unclear. Ask in writing when the permanent subscription will be opened and how consumption will be shared during the temporary period.
Old debt in a resale home
When buying a resale home, ask the seller for the latest bills and payment receipts showing that there is no electricity or water debt up to the transfer date. Closing the subscription and reopening it in your name reduces the risk of encountering the previous owner’s debt.
Failure to transfer the subscription name
Subscriptions that remain in the name of your tenant or the former owner cause problems later during deposit refund and debt follow-up. In a home you will rent out, clarify in the rental agreement whose name the subscription will be in. If you want to manage the rental of your home and bill follow-up from a single point, our after-sales services team can support you in this process.
Frequently asked questions
How much does an electricity connection cost in a new home in the TRNC?
According to industry sources, the electricity connection or distribution fee in a new home is approximately between 1.200–2.500 £ depending on the size of the property and the project’s infrastructure. The Kıb-Tek subscription procedure and deposit are added to this. These figures have been compiled from market practice, not an official tariff; as of October 2026, verify them with your contractor and Kıb-Tek.
Is the electricity connection fee included in the sale price?
It varies from project to project. Some contractors add the connection fee to the sale price, while others collect it separately at delivery. General phrases such as “infrastructure included” do not always cover this item. Ask for the contract to clearly state who is responsible for the electricity connection fee, water connection and meter cost.
Can I have electricity connected without paying taxes and fees?
For foreign buyers, no. Under Decree No. 89/2026, permanent electricity and water connections cannot be made in homes acquired by foreigners until taxes and fees have been paid. Turkish citizens also have foreign status in the TRNC. Therefore, plan your stamp duty and title deed fee payments before the delivery date; keep the receipts with you during the subscription application.
Where do I get a water subscription?
The water subscription is obtained from the municipality where the property is located. ID or passport, sales contract or title deed (koçan), and fee receipts may be requested in the application. In some sites, water is taken through a main meter and distributed by the site management; in this case, billing may be carried out together with the maintenance fee or through a separate collection. Consult the municipality and management before applying.
Can I have the subscription procedures carried out while I am in Turkey?
Yes, the procedures can be handled through your attorney, lawyer or a team providing after-sales services. The power of attorney must include explicit authorization for opening subscriptions, paying deposits and handling billing procedures. Ask for the meter readings to be recorded with photos on delivery day and set up the automatic payment instruction from the beginning.
Is the subscription deposit refundable?
The deposit is a security taken to be refunded when the subscription is closed and there is no debt. For the refund, the subscription must be in your name, and you need to keep your receipts. When selling the home or changing tenants, closing the subscription on time and documenting the final reading makes the refund process easier. Confirm the current refund conditions with the institution.
