TRNC Rental Income Tax: Rates, Registration, Filing
Short answer: According to the 2020 Council of Ministers decision, Northern Cyprus (TRNC) rental income tax is %13 of the gross rent for leases in foreign currency (Sterling, Euro, Dollar) and %8 for leases in Turkish lira. The lease agreement must be registered with the tax office within 21 days after signing, and the tax must be paid each month by the 15th day of the following month. Confirm that the rates are up to date with a certified accountant.
This article on TRNC rental income tax has been prepared for homeowners who rent out, or plan to rent out, their apartment in Northern Cyprus. We explain how the withholding tax rate is determined, contract registration, the difference in declarations for long-term and short-term rentals, the position of taxpayers in Turkey and common mistakes in rental income tax, with sample calculations. We also link to our main article for calculating the overall return.
How much is TRNC rental income tax?
TRNC rental income tax is charged at one of two rates depending on the currency stated in the lease agreement: %13 for foreign currency and %8 for Turkish lira. The rate is determined not by the tenant’s nationality or where the payment is made from, but by the currency written in the contract.
These rates are based on the Council of Ministers decision published in August 2020; the text is included in the document published by the Cyprus Turkish Chamber of Commerce. As of October 2026, we have not found any new regulation changing these rates; however, because six years have passed since the decision date, always confirm the current rate with the Revenue and Tax Department or a TRNC certified accountant before any transaction. You can also follow Ministry of Finance announcements (maliye.gov.ct.tr).
| Subject | Practice (as of October 2026; confirm) |
|---|---|
| Rent in foreign currency (£, €, $) | %13 of gross rent |
| Rent in Turkish lira | %8 of gross rent |
| Contract registration | With the tax office within 21 days after signing |
| Payment time (long-term) | Every month, by the 15th day of the following month, or upfront for the entire period at registration |
| Short-term (daily, weekly) | V.D. 91 rental income declaration and a reservation form for each stay |
| Stamp cost | Usually payable by the tenant; confirm the amount at the tax office |
Foreign currency or TL: which rent is more advantageous?
On paper, TL rent pays less tax; however, due to exchange rate movements in the TRNC, the sterling equivalent of a TL contract may decrease during the year and the tax advantage can easily disappear. The decision should be made based on total collection, not tax alone.
Example: monthly rent of £600 or 38.400 TL at an exchange rate of 1 £ ≈ 64 TL for the same 1+1 apartment.
| Item | Sterling contract | TL contract |
|---|---|---|
| Monthly rent | £600 | 38.400 TL (≈ £600) |
| Tax rate | %13 | %8 |
| Monthly tax | £78 | 3.072 TL (≈ £48) |
| Annual tax (12 months) | £936 | 36.864 TL (≈ £576) |
| Annual difference if the exchange rate remains fixed | The TL contract pays approximately £360 less tax |
Now assume that the exchange rate rises gradually from 64 TL to 72 TL during the year. In the later months, the 38.400 TL collected is now worth approximately £533; over the year, the average loss reaches roughly around £400 and exceeds the £360 tax advantage provided by TL. This exchange rate scenario is not a forecast, but an example given to show the mechanism.
This is why most residential rents in the TRNC are agreed in sterling. If you will make a TL contract, consider adding a clause to update the rent at certain intervals; we covered rent increases and other clauses in our article How to prepare a lease agreement in Cyprus.
How is a lease agreement registered with the tax office?
A long-term lease agreement must be registered with the tax office to which the property is connected within 21 days after signing; an unregistered contract does not provide legal protection to the parties and results in a late penalty. The registration process proceeds as follows:
- Prepare the contract: A lease agreement signed by the parties and two witnesses. The currency, rent amount, term and payment date must be clearly written.
- Collect the documents: The tenant’s passport or ID (original and photocopy), the landlord’s passport photocopy, title deed (koçan) photocopy or stamped sales contract.
- Have the stamp cost paid: The contract must be stamped; the cost is usually payable by the tenant.
- Apply to the tax office: The contract is registered and the tax liability is opened. You decide here whether you will pay the tax monthly or upfront for the entire period.
- Archive the receipts: Keep every payment receipt. The sale or transfer of a property with a debt to the tax office may be blocked.
Registration and timing rules are explained in detail in the Erginel Law guide prepared on letting property in the TRNC. If you are abroad, your lawyer or property manager can carry out the registration on your behalf by power of attorney; however, you remain responsible for the tax debt.
How is tax declared for short-term rentals?
For daily or weekly rentals, the tax is calculated at the same rate as long-term rentals, but the declaration method is different: income is reported with the V.D. 91 rental income declaration, and a reservation form is completed for each stay. The form is expected to be completed for family and friend stays as well.
This last point is often overlooked. The tax office may also treat uses that appear to be free accommodation as rentals; if you cannot present records, income may be estimated based on prices in similar listings and the burden of proof falls on you.
Example: In the hypothetical İskele calendar in our short-term rental article, a 1+1 apartment was rented for 162 nights a year and generated £13.125 in gross income. At the foreign currency rental rate, the tax would be approximately £1.706. This tax is calculated on gross income before deducting platform commission and cleaning; confirm with your certified accountant which expenses can be deducted in practice. For the rules and operational side of short-term rentals, you can see our article Airbnb and short-term rentals in Cyprus.
What if you are a taxpayer in Turkey?
A person who is fully liable to tax in Turkey may also have to declare rental income obtained from the TRNC in Turkey; tax paid in the TRNC may be offset against tax in Turkey within certain limits. Therefore, TRNC receipts also serve as documents for the Turkish tax return.
- Double taxation agreement: There is a double taxation prevention agreement between Turkey and the TRNC, signed in 1987 and applied as of 1 January 1989; publication information is included in the text on Alomaliye. Evaluate with a certified accountant how the article on immovable property income applies to you.
- Offset: Offsetting tax paid abroad in Turkey is generally possible provided that it does not exceed the tax due in Turkey on that income. Keep the originals of payment documents from the TRNC.
- Exemptions: Whether the residential rental exemption and expense methods in Turkey apply to a property abroad is a separate question; do not make assumptions, ask.
- The account receiving the payment: If rent or platform payment is received in an account in Turkey, this money movement is also recorded in Turkey and must be consistent with the declaration.
This section is general information. Your declaration obligation in Turkey varies according to your income level, other income and residency status; as of October 2026, consult your certified accountant in Turkey about the current rules.
The 6 most common tax mistakes
Most problems related to TRNC rental income tax arise not from the rates, but from a lack of registration and notification. The mistakes Akol Global’s rental and property management team most frequently sees among homeowners investing remotely are as follows:
- Not registering the contract at all: If a problem arises with the tenant, you will not have a legally valid document in hand.
- Missing the 21-day deadline: Late registration leads to a penalty. Since penalty amounts vary, find out from the tax office.
- Not notifying when the tenant leaves: If the contract ends early and the tax office is not notified, tax assessment may continue. We explained the path to follow when rent is not paid in our article on finding tenants and rental problems.
- Showing a low rent in the contract: The difference between the actual payment and the contract creates both a tax risk and difficulty in proving your rental receivable.
- Not recording family stays in short-term rentals: Unregistered use may be interpreted by the tax office as undeclared rental activity.
- Not checking tax debt before sale: When you want to sell the property, unpaid rental tax may stop the transfer.
How does tax affect net rental yield?
The %13 tax on foreign currency rent reduces gross yield by approximately one seventh and is one of the largest single expense items in the net yield calculation. For example, in a long-term rental where £6.600 is collected per year, the tax is £858; this amount is often higher than the annual maintenance fee or management fee.
Rental tax is a separate item from VAT, title deed transfer fee and stamp duty paid during purchase, and it recurs every year. For a breakdown of purchase costs, see our article taxes and costs when buying a home in the TRNC, and for net yield calculation with all expenses, see our Cyprus rental yield calculation guide. If a management company is renting out your property, determine in writing who will follow contract registration and tax payments; in Akol Global’s rental and property management service, these steps are part of the process.
Frequently asked questions
What percentage is rental income tax in the TRNC?
According to the 2020 Council of Ministers decision, %13 of the gross rent is paid as tax for rents in foreign currency (Sterling, Euro, Dollar), and %8 for Turkish lira rents. The rate is determined according to the currency written in the contract. Because the decision is dated, confirm the current rate as of October 2026 with the Revenue and Tax Department or a certified accountant.
Within how many days must a lease agreement be registered?
A long-term lease agreement must be registered with the tax office within 21 days after signing. For registration, a signed contract with two witnesses, the tenant’s and landlord’s identity documents, and the title deed or stamped sales contract are required. Late registration creates a penalty; an unregistered contract does not provide legal protection to the parties.
Who pays the rental tax, the landlord or the tenant?
The landlord is responsible for TRNC rental income tax; the stamp cost of the contract is usually payable by the tenant. Even if a management company makes the payment, the obligation remains with the property owner. If the tenant is a company, clearly state in the contract who will make and pay the tax withholding. Confirm practice details with the tax office during registration.
Is tax also paid on Airbnb income?
Yes. Short-term rental income is also considered rental income and is taxed at the same rates. Income is reported with the V.D. 91 rental income declaration, and a reservation form is completed for each stay. Family and friend stays are also expected to be recorded; if there is no record, the tax office may estimate the income.
Can the rental tax I paid in the TRNC be deducted in Turkey?
If you are fully liable to tax in Turkey, you may need to declare your TRNC rental income in Turkey as well. Tax paid in the TRNC can generally be offset, provided that it does not exceed the tax due in Turkey on that income. There is a double taxation agreement between the two countries that has been applied since 1989. Consult your certified accountant in Turkey for an assessment specific to your situation.
Do I continue paying tax if the tenant leaves?
When the contract ends or the tenant leaves early, if you do not notify the tax office, tax assessment may continue based on the registered contract. When the tenant leaves, prepare a mutually signed termination document and notify the tax office. This accumulated debt for the period not notified may prevent the sale or transfer of the property in the future.
