TRNC Property Tax and Annual Homeowner Costs (2026)

Short answer: TRNC property tax is a small tax paid annually to the municipality where the home is located and calculated based on the square metres of enclosed area; for most apartments, the annual amount remains between a few hundred and a few thousand TL. The homeowner’s main annual burden consists of site maintenance fees, environmental cleaning fees, insurance and fixed subscription costs.

This article has been prepared for those who have bought or are about to buy a home in Northern Cyprus (TRNC) and ask, “what will I pay out of pocket every year after receiving the title deed?” We do not cover VAT, stamp duty and title deed fees at the time of purchase; instead, we focus on the items that recur every year while you own the home: who collects them, when they are paid, what happens if they are not paid, and what the annual fixed-cost budget for a £150,000 apartment looks like.

What is TRNC property tax, and who collects it?

TRNC property tax is an annual local tax collected by the municipality where the immovable property is located; it is paid to the municipality’s revenue unit, not to the central Revenue and Tax Office. Since each municipality sets its own tariff, an apartment in İskele and an apartment of the same size in Girne may pay different amounts.

The “a certain per mille of the market value” logic you may be familiar with from property tax in Turkey generally does not apply here. In practice, the tax is calculated using a fixed unit amount based on the building’s enclosed area (square metres); open terraces are not included in the calculation in most municipalities. Whether the home’s market value is £100,000 or £300,000, two homes with the same square metres will pay similar property tax.

The taxpayer is the owner whose name appears on the title deed. In homes purchased from a project where the title deed has not yet been transferred, municipal records sometimes remain under the contractor’s name; during this period, who pays the tax depends on the sales contract and delivery protocol. Seeing a sentence such as “property tax belongs to the buyer from the delivery date” in the handover document is a good sign.

How is property tax calculated? Sample amounts

TRNC property tax is found by multiplying the square metres of enclosed area by the unit amount set by the municipality for that year. Published sources mention figures ranging from 2 TL to 7 TL per square metre; however, some of these belong to 2023–2024, and municipalities may update their tariffs in line with inflation. As of October 2026, be sure to confirm your own municipality’s current unit amount.

The table below shows the scale of the annual amount based on an assumed range of 3–7 TL per square metre. Sterling equivalents were calculated at an exchange rate of £1 ≈ 64 TL.

Property typeEnclosed areaAnnual amount (3–7 TL/m² assumption)Approximate sterling
Studio45 m²135–315 TL£2–5
1+1 apartment65 m²195–455 TL£3–7
2+1 apartment95 m²285–665 TL£4–10
3+1 villa180 m²540–1.260 TL£8–20

The figures are intentionally low: TRNC property tax is one of the smallest items in a homeowner’s annual budget. Even if your municipality has increased the tariff several times over, for most apartments the annual amount does not exceed one month’s site maintenance fee. Therefore, the main point you should pay attention to is not the amount itself, but ensuring the debt does not accumulate.

When and how is it paid?

Municipalities generally accrue property tax once a year and open a discounted or penalty-free payment period in the first months of the year. Payment can be made at the municipal cashier’s office, through contracted banks, or via the online cashier systems of some municipalities. Since the due date and late-payment surcharge vary from one municipality to another, the most practical approach in the first year is to visit the cashier’s office once and learn your registration number and payment schedule.

Environmental cleaning fee and other municipal items

In addition to property tax, municipalities charge a separate service fee for waste collection and environmental cleaning; in most places, this fee is based on a fixed amount per residence rather than on square metres. Some municipalities add this item to the monthly water bill, while others issue a separate annual accrual. For this reason, homeowners may be paying it every month without ever seeing the term “waste tax.”

Published sources contain conflicting figures for this item, ranging from 100 TL per year to several hundred TL per month; do not enter a definitive figure in your budget without asking the municipality for the current amount. In coastal settlements and rapidly growing regions, municipalities update service fees more frequently.

Other possible municipality-related items include:

  • Signage and advertising fee: This becomes relevant if you will hang a sign on the balcony when renting out the home.
  • Renovation and permit fees: Adding a pergola, enclosed balcony or pool is subject to municipal permission.
  • Tourism-purpose rental registration: Registration with the relevant authorities and possible additional obligations for properties used for short-term rentals.

Annual fixed costs: items larger than property tax

In Northern Cyprus (TRNC), a homeowner’s annual fixed costs consist of TRNC property tax, environmental cleaning fee, site maintenance fee, home insurance, fixed electricity-water subscription charges, and property management fees if the home is rented out. Among these, the largest item is almost always the site maintenance fee.

We explain in detail what the site maintenance fee covers, how it is calculated and what you should check in the management plan in our Cyprus site maintenance fee guide. In a newly delivered home, the initial installation cost for Kıb-Tek and water subscriptions is a one-time item, not an annual one; you can also find it in our article on TRNC electricity and water subscription costs.

Is home insurance mandatory?

For a home purchased without a loan, home insurance is generally not a legal obligation, but it is recommended. If you used a loan, the bank requires the mortgaged property to be insured. The site management may have a separate policy for the common areas; this policy does not cover the interior of your apartment or your belongings. When getting a quote, ask separately about earthquake, flood and tenant-related damage coverage.

Sample budget: annual cost of a £150,000 2+1 apartment

For a 95 m², £150,000 2+1 apartment in a site with social facilities in İskele, annual fixed costs, depending on assumptions, roughly fall in the range of £800–1,500 excluding insurance; most of this is the site maintenance fee. The calculation below is an example; redo it using your own site’s maintenance fee table and insurance quote.

Subtotalapproximately £800–1,500
Home insuranceGet a quote according to coverageAdd to the subtotal

This amount means approximately %0,5–1 of the value per year for a £150,000 home; once the insurance premium is added, the rate increases slightly. Compared with site maintenance fees in major cities in Turkey, it appears reasonable; however, if you do not deduct this item in the rental yield calculation, you will see the gross yield as higher than it actually is. We cover the difference between gross and net yield with examples in our Cyprus rental yield calculation guide.

Items to add if you rent it out

For a homeowner who rents out the home, withholding tax deducted from rental income and management fees are added to annual expenses. According to the Council of Ministers decision dated 2020, withholding tax of %13 was applied to rentals made in foreign currency and %8 to those made in Turkish lira; confirm whether these rates are current with your financial advisor. If you are a tax resident in Turkey, we explain in general terms whether your rental income is also subject to declaration there in our article on tax declaration in Turkey for those who own a home in the TRNC.

Tracking system for homeowners living abroad

For a homeowner living in Turkey or another country, the biggest risk is that small municipal debts accumulate for years unnoticed. Even if these debts remain small in amount, they will appear when you sell the home or carry out title deed procedures; for many transactions, a letter from the municipality showing that there is no debt may be requested.

The observation of the Akol Global after-sales team is that homeowners abroad most often experience problems in these three areas: municipal notifications going to the old address, the cleaning fee added to the water bill being overlooked, and the maintenance fee being higher than expected due to exchange-rate differences. To prevent this, we recommend the following system:

  1. Register with the municipality in the first month after delivery: Update your registration number, correspondence address and e-mail information.
  2. Collect the payment schedule on a single page: Property tax due date, maintenance fee periods, insurance renewal date.
  3. Set up automatic payment or appoint a representative: Giving an instruction from a bank account in the TRNC or authorising a local representative prevents delays.
  4. Keep receipts: Documenting past payments speeds up your work in sale or inheritance procedures.
  5. Check debts once a year: Through the municipality’s online cashier system if available, or through your representative if not.

If you do not want to handle this tracking yourself, municipal payments, maintenance fees and subscription tracking can be managed from a single source within the scope of the rental and property management service. To see the full cost picture together with the taxes at the time of purchase, you can review our main guide on taxes and costs when buying a home in the TRNC. Frequently asked questions

How much is TRNC property tax?

TRNC property tax varies by municipality and is calculated based on the square metres of enclosed area. Published sources mention figures between 2–7 TL per square metre; for most apartments, this means an annual amount between a few hundred TL and a few thousand TL. Since municipalities can update their tariffs, confirm with your own municipality as of October 2026.

Do foreigners also pay property tax?

Yes. Property tax depends on ownership of the immovable property, not nationality. It does not matter whether you are a Turkish citizen or a citizen of another country; if your name is written on the title deed, you are the municipality’s taxpayer. If the title deed has not yet been transferred, who pays the tax is determined according to the sales contract and delivery protocol; clarify this in writing at delivery.

What happens if property tax is not paid?

The late-payment surcharge determined by the municipality is added to unpaid property tax, and the debt accumulates. Even if the amount is small, the transaction may be delayed when selling the home or carrying out title deed procedures because a letter from the municipality showing that there is no debt may be requested. If you live abroad, checking debts once a year or authorising a local representative is the safest way.

Are waste tax and property tax the same thing?

No. Property tax is an annual tax calculated according to the square metres of the immovable property. The environmental cleaning fee is the charge for waste collection and cleaning services and is a fixed amount per residence in most municipalities. Some municipalities add this fee to the water bill, while others issue a separate accrual. You pay both to the same municipality, but they appear as different items.

What is the homeowner’s largest annual expense?

In an apartment within a site with social facilities, the largest annual item is almost always the site maintenance fee. While property tax and cleaning fees range from a few sterling to a few tens of sterling, in a site with a pool and security, the maintenance fee can reach several hundred to more than a thousand sterling per year. If you rent out the property, withholding tax and management fees also become important items.

Can property tax be paid online?

Some TRNC municipalities offer debt inquiry and payment through an online cashier system; in others, payment can only be made at the cashier’s office or through contracted banks. Find out in the first year which method the municipality your home is connected to uses. If you are abroad, giving an instruction from your bank account in the TRNC or authorising a representative is a practical solution.
