Private or Communal Pool? Maintenance and Fees
Short answer: A private pool leaves the usage schedule and privacy entirely to you, but it also makes maintenance, electricity, water and safety your responsibility. With a communal pool, the site management handles these tasks and the cost is shared among condominium owners through the service charge; in return, usage hours and rules are shared. The choice depends on how often you will use the pool, how much time you will spend at home and who will carry out the maintenance.
This article has been prepared for those deciding between a private pool and a communal pool when looking at a villa or a home within a development in Northern Cyprus. We explain the differences between the two models in terms of use, maintenance, cost, legal responsibility and safety. The annual costs of villa ownership outside the pool are a separate topic; we covered the service charge aspect in our Cyprus site service charge guide.
What is the main difference between a private pool and a communal pool?
The main difference is who holds the responsibility: a private pool is part of your independent unit and the entire operating burden belongs to you; a communal pool is a common area of the development, its operation belongs to the site management and its cost is borne by all condominium owners.
| Subject | Private pool | Communal pool |
|---|---|---|
| Use | At any time you wish, only for you and your guests | According to site rules, at set times, with other residents |
| Maintenance | Your responsibility; either by yourself or through a paid service | Carried out by the site management |
| Cost | Electricity, water, chemicals, equipment and service directly to you | Shared within the service charge |
| Safety | Fence, cover and supervision are your decision | Site rules and the management’s measures |
| When away | If left unmaintained, it can deteriorate within a few weeks | Operated even when you are not there |
| Rental | Guest use and responsibility are yours | Subject to site rules |
Two examples from our own portfolio: Akol Marine, at the entrance to the Karpaz Peninsula, has a private pool and private garden for the villa. Dolce Vita Resort in İskele Long Beach, Seafront Resort in İskele and Salamis Holiday Homes Resort in Yeniboğaziçi are projects with communal swimming pools. The same buyer may find one of the two models more suitable depending on their usage plan.
What does private pool maintenance include?
Private pool maintenance consists of water chemistry, filtration, cleaning and equipment maintenance, and if it is not carried out regularly during Cyprus’s long swimming season, the water can quickly become cloudy and develop algae. You can do the maintenance yourself or enter into a contract with a pool service.
- Water chemistry: Regular measurement and balancing of chlorine (or the disinfectant used) and pH levels.
- Filtration: Running the pump for set hours each day and periodic cleaning of the filter.
- Cleaning: Cleaning the surface, floor and skimmer baskets; additional cleaning after windy and dusty days.
- Equipment: Annual checks of the pump, filter, lighting and, if present, heating system; the effect of salty air on metal parts in homes close to the coast.
- Winter period: Deciding whether to winterise the pool if you will not use it, or to run it at a lower level.
If you live in the home for part of the year, the main question is who will do the maintenance while you are away. An unmaintained pool can become difficult to clean again within a few weeks. We explained the general checks for a home during empty periods in our article on leaving a home empty in Cyprus for a long period.
How is the electricity cost of a private pool calculated?
The most regular cost of a private pool is the pump’s electricity, and under Kıb-Tek (the electricity authority)’s tiered tariff, this consumption is calculated together with the home’s other consumption. For this reason, every kilowatt-hour consumed by the pump is often billed in summer at a higher tier.
Let us make an example calculation. Assume that a pump with a power of 0,75 kW runs for 8 hours a day during the summer months: daily consumption is 6 kWh, approximately 180 kWh per month. If the home’s consumption already exceeds 250 kWh, this additional consumption would cost approximately 2.180 TL at the 12,092 TL/kWh price in the 251–500 kWh tier; if it moves into higher tiers, the unit price increases further. The result changes as pump power, running time and pool size change; the calculation is an assumption. You can find the full tariff in our Kıb-Tek electricity tariff 2026 article.
In addition to electricity, there are chemicals, water top-ups, periodic equipment maintenance and, if you use an external service, a service fee. As the amount of these items varies according to the size of the pool and the scope of service, we recommend obtaining a written quotation from a pool service in the area before purchasing.
How is the cost of a communal pool shared?
A communal pool is a common area of the development and its maintenance cost is shared among condominium owners through the service charge. According to the Condominium Law (Kat Mülkiyeti ve Kat İrtifakı Yasası), condominium owners contribute to the maintenance, protection and repair costs of common use areas in proportion to their land shares, unless there is another agreement between them (law text, Central Legislation Office). In practice, the management plan of the development regulates how the sharing will be made.
In a development with a communal pool, we recommend asking the following questions in writing:
- Is the pool open all year round, or only during the summer season?
- What are the usage hours and guest rules?
- How often is pool maintenance carried out and by whom?
- Is there pool heating and how is its cost reflected in the service charge?
- Are there additional rules or fees for short-term tenants’ use of the pool?
- Is a reserve fund kept for major repairs (pump replacement, resurfacing)?
In developments that also include villas, it should also be asked whether private pool maintenance is included in the service charge; in some developments this service is charged separately.
What should be considered in terms of safety?
Pool safety is one of the issues that most affects the choice, especially for families with young children: with a private pool you take the measures, while with a communal pool you need to look at the development’s rules and physical layout.
- Access control: Separating the pool area from the home and garden with a lockable gate, so children cannot reach it without supervision.
- Cover or fence: A safety cover or fence for times when a private pool is not in use.
- Surface: A finish around the pool that reduces slipping and a slope where water does not accumulate.
- Depth information: Marking shallow and deep sections in communal pools, and a separate children’s pool if present.
- Rules: A rule requiring children to use the communal pool with an adult and the person to contact in an emergency.
We have gathered the other criteria for choosing a development for families with children in our article on what families with children should look for when choosing a home and development.
Which option suits which usage plan?
The way to make the choice easier is to clarify which part of the year you will use the home and how. The matching below is a general guide.
| Usage plan | Model that may be more suitable | Why? |
|---|---|---|
| Family living year-round | Private pool | Maintenance can be carried out regularly, use is flexible |
| Use for a few months a year | Communal pool | Operated even when you are not there, no maintenance burden |
| Long-term rental | Communal pool | No additional maintenance and responsibility burden when the tenant changes |
| Short-term rental | Both; take responsibility into account | With a private pool, guest safety and maintenance are entirely yours |
| Privacy priority | Private pool | Use belongs only to you |
If you are considering renting, take into account not only the pool’s effect on income, but also its effect on costs and responsibility. We explained the general framework of the rental calculation in our Cyprus rental yield calculation article.
Frequently asked questions
How much does the annual maintenance of a villa with a private pool cost?
The amount varies according to the size of the pool, the running time of the pump, whether there is heating and whether you do the maintenance yourself or use a service. The most regular cost is the pump’s electricity; chemicals, water, equipment maintenance and service fees are added to this. For a realistic figure, we recommend obtaining a written quotation from a pool service in the area.
Is maintenance of a private pool in a villa within a development included in the service charge?
This depends on the development’s management plan and service list. In some developments, private pool and garden maintenance is included in the service charge, while in others it is charged separately or left entirely to the owner. Before purchasing, request the written service charge table and its scope.
Is a communal pool open in winter?
It varies from one development to another. In some developments, outdoor pools are used only during the summer season, while in others there is a heated or indoor pool. Asking how heating and winter operation are reflected in the service charge is important for your annual cost calculation.
Can an additional facility be added to a communal pool later?
Adding a new facility to a common area requires the joint decision of the condominium owners. The Condominium Law (Kat Mülkiyeti ve Kat İrtifakı Yasası) makes the construction of facilities in common use areas subject to the written consent of four fifths of the condominium owners. For this reason, you need to take an individual change request to the condominium owners’ board through the site management.
Who is responsible for a private pool in short-term rentals?
In a private pool, maintenance, cleaning and safety measures during guest use are the responsibility of the homeowner. For this reason, review the pool’s safety measures, usage rules and your insurance cover before renting. Do not forget to also check the general rules for short-term rental.
